Bit of a problem with this article which is that the people who're naturally nocturnal are NOT less proactive. Not everyone has the exact same sicadic rhythms. In fact, the entire notion that people get a solid 8 hours of sleep a night is in fact a result and product of the Industrial Revolution. Trying to basically shoehorn everyone into a diurnal cycle is in reality even more unhealthy.
